Amurstal steel plant (Металлургический завод Амурсталь (Russian)), also known as Amurmetall; ООО Amurmetall-Lite, is an electric arc furnace (EAF) steel plant operating in Komsomolsk-on-Amur, Khabarovsk, Russia.

Background

Scrap metal shortages

The Amurstal steel plant faced scrap metal shortages in late 2019, leading the plant to shut down.[1] In April 2020, amid further scrap metal shortages during Covid-19, Amurstal announced that it would began sourcing HBI from Lebedinsky GOK to supplement scrap metal shortage.[2]

EAF modernization and a proposed DRI facility

In May 2019, it was announced that the plant was intending to modernize its existing EAF shop with a goal of increasing annual production capacity to 3000 TTPA. Additionally, in order to combat the shortage of scrap metal that has been significantly affecting the plant's production, the company is planning to add a new DRI furnace to produce DRI in-house.[3]

Modernization, which included overhaul of the main equipment, started in 2020 in the main production shops - section rolling and electric steelmaking.[4] In 2022, Amurstal received a grant from the Foundation for Industrial Development of the Khabarovsk Krai, which allowed to resume and complete the project aimed at optimizing the technological process of the EAF steel production.[5]

In March 2021, the DRI plant proposal was still included in the modernization: the section rolling shop was being reconstructed and modernized in preparation for DRI.[4] As of October 2023, there have not been any updates about the DRI project and it was not mentioned in the Amurstal's new strategy of development.[6] The plant is focusing on resolving the issue with scrap shortages.[7]

Capacity uncertainty

In May 2019, it was announced that the plant was intending to modernize its existing EAF shop with a goal of increasing annual production capacity to 3000 TTPA.[3] However, in March 2021, reports stated that due to scrap shortages, the plant was producing below existing capacity for several years,[3][4] with 2020 production being only 676 TTPA, and its goal instead was to increase annual production to 925 TTPA.[4] In 2022, the EAF production was 730 TTPA, and in 2023 the plant is planning to keep it on the same level.[8]
