JSW Ispat Raigarh power station is an operating power station of at least 151-megawatts (MW) in Raigarh, Chhattisgarh, India with multiple units, some of which are not currently operating. It is also known as Monnet Raigarh power station.

Background

The 151 MW captive coal plant is part of an industrial complex that includes a 1.74 mtpa integrated steel plant; a pellet plant; a sinter plant; and a blast furnace. The plant was owned by Monnet Group. On March 31, 2020, Monnet Group received a terms of reference to expand steel plant to 2.0 mtpa and the captive coal plant by 73 MW.[1][2]

Monnet Ispat and Energy Ltd was renamed JSW Ispat Special Products Ltd in 2020 after a takeover by JSW Steel and AION Investments through a Corporate Insolvency Resolution Process (CIRP). In August 2018, the joint consortium acquired a controlling stake in JSW Ispat Special Products Limited (formerly known as Monnet Ispat & Energy Limited).[3][4]

In the 2021-2022 Annual Report of JSW Ispat Special Products Limited, it was mentioned that the company had a captive power generation capacity of 234 MW, but did not distinguish whether the capacity belonged to the Raigarh plant or the company's separate Raipur iron plant.[5]

As of January 2023, the expansion's status was unknown. The government's platform, PARIVESH, included one delisted proposal (IA/CG/IND/124835/2019) and one new proposal (IA/UP/IND/293657/2022) summarized as "No Increase Pollution Load."[6]

As of May 2023, the expansion's status was still unknown. The proposal summarized as "No Increase Pollution Load"[6] was unclear regarding whether its EC exemption referred only to a project of steel expansion, or if it included the previously proposed coal expansion. The proposal's item number was indicated as "3(a) Metallurgical industries (ferrous & non ferrous)", but this could simply summarize that the entire plant is an integrated steel plant.

2023: Expansion updates and EC transfer

In August 2023, a proposal was submitted for the transfer of the steel complex's Environmental Clearance from JSW Ispat Special Products Limited to Mivaan Steels Limited.[7] The proposal included an expansion to the steel plant which would reportedly bring the total captive power plant capacity to 60 MW, of which 29.5 MW would come from a fluidized bed boiler captive power plant, and 7.5-15 MW would come from a waste heat recovery system. The EC was formally granted in December 2023.[8]

According to NCLT documents, JSW Ispat Special Products Limited had acquired Mivaan Steels Limited in 2022.[9]
