Baoding cogen power station (大唐保定热电厂) is an operating power station of at least 400-megawatts (MW) in 316 Guangming Road, Xinshi District, Baoding, Hebei, China with multiple units, some of which are not currently operating. It is also known as 大唐保定华源热电.

Background on Plant
Baoding cogen power station was founded in 1958. The first two units were commissioned in 1960 and units 6-7 in 1988. All seven units were retired between 2007 and 2008.[1] It is owned by China Datang.[2]
Units 8 and 9 were built in 2003. They were also called Baoding Huayuan Power Company. Units 10 and 11 were completed in 2008 and in a different location from other units. The four units, units 8-11, were all co-generating, supplying heat in the winter to the city of Baoding.[3]
Units 8 and 9 were retired in 2018 due to the bankruptcy of Baoding Huayuan Power Company after it failed to pay out billions of yuan in debt.[4]
Expansion
China Datang proposed to expand the power station by 2 x 350 MW units. One of the units (Unit 12) was permitted for construction by China's NRDC in December 2016, before its EIA was approved by the provincial environmental protection agency.[5][6] China Datang was planning to retire units 8 and 9 with a total capacity of 250 MW when the new unit was commissioned.[6]
Unit 13 was permitted for construction on May 31, 2019.[7] Units 12 and 13 were expected to be built next to units 10 and 11.
Based on a 2021 governmental document, the project may have been tasked with re-applying for approval of its energy-saving plan and coal consumption replacement plan due to the delay in entering construction. However, the company appeared to decide to move forward with building the units regardless.[8]
One article noted construction on the 2 x 350 MW expansion began in February 2022.[9] From satellite imagery, there were some signs of construction, including signs of a cooling tower and smoke stacks.
