Background
The coal plant consists of 3 x 50 MW coal-fired units that began operating in 2000-2007. It was owned by the China National Petroleum Corporation (CNPC) Jilin Oil Field Company and provided electricity and power to the Jilin Oilfield.[1] [2] It was fined by National Environmental Protection Ministry for its abnormal operation of its desulfurization and denitrification facilities.[2] The plant was shut down in 2016.[3][4]
Ownership shift
In 2018, the coal plant was acquired by China Huaneng and the name changed to Huaneng Songyuan Cogen power station (华能松原热电厂).[5] The coal plant restarted operations to supply heating to the surrounding area in the winter season.[6] Huaneng Jilin Power plans to invest 67 million RMB into adjustments and improvements for the current three units after the 2020-2021 heating season is over.[7]
Carbon accounting
In 2019, Huaneng Jilin Power Generation opened a bid for the carbon emission accounting of the plant; Huaneng Carbon Assets won the bid for 296,000 RMB.[8]
