Background

China Resources and partners have proposed a 2 x 350 MW coal plant in Hunnan District. The project received EIA approval in 2005. However, construction never began, and in 2012 the project got EIA approval again.[1]

The plant was permitted again in December 2015.[2] It is planned for 2018.[3]

A land use permit for the plant was issued in December 2020.

However, in March 2022, the project appeared to be singled out by the central government's environmental inspection group and could not enter construction during the 14th Five-Year-Plan period due to its high carbon emissions and energy consumption. [4] The project was presumed shelved.
