Tongmei Datang power station (晋能控股同煤热电厂) is an operating power station of at least 860-megawatts (MW) in Yungang, Datong, Shanxi, China with multiple units, some of which are not currently operating. It is also known as 同煤大唐热电三期 (Phase III Unit 7 & 8), 同煤大唐热电厂低热值煤发电"上大压小"二期 (Phase II Unit 5 & 6), 晋能控股同热三期发电项目 (Phase III Unit 7 & 8), 晋能控股大唐资源综合利用热电厂 (Phase I Unit 1 - 4, Unit 7), 晋能控股漳电同达热电厂 (Phase II Unit 5), 晋控电力同热三期“上大压小”项目.

Background
The power station is in the Yungang Economic and Technological Development Zone, Datong City, Shanxi Province. Phase I may have involved 4 x 50 MW air-cooled extraction steam heating units, equipped with 5 × 240t/h circulating fluidized bed boilers, and been put into operation in 2006. Phase II may have involved 2 x 330 MW direct air-cooled extraction and condensing units, equipped with 2×1165t/h circulating fluidized bed boilers, and been put into operation in 2014. Construction on Phase III was expected to begin end of June 2022.[2]
Phase I
The initial power station consisted of four units of 50 MW each.[3]
Phase II
Zhangze Power and Datong Mine Group planned two additional coal-fired units at this plant, units 5-6, with a total capacity of 660 MW. The new units were completed in 2014.[4][5]
Proposed expansion stalls (Unit 7)
An additional unit of 660 MW, unit 7, was proposed as of 2015.[6]
In January 2017, China's National Energy Administration suspended over 100 planned and under-construction coal power projects with a total capacity of over 100GW in 13 provinces, including unit 7 of Tongmei Datang. In response, the project was then cancelled by the sponsor.[7]

Phase III
In March 2022, three tenders were released related to the Tongre power station Phase III project.[8]
In April 2022, reports also provided the following background on the project:
- "同热三期2×100万千瓦项目是晋能控股集团按照山西省委省政府“上大压小、产能置换、淘汰落后、先立后破”的战略部署投资建设的绿色、清洁、低碳、高效的兜底保障电源。该项目机组采用国际先进的超超临界、直接空冷燃煤发电技术，配套烟气脱硫、脱硝、除尘以及水处理系统，可实现大气污染物近零排放、废水零排放。项目建成后，年发电量可达92亿千瓦时，最大供热能力约4200万平方米。如今，该项目正围绕手续办理、设计优化、设备招标、施工现场准备、加快施工临建等多条主线，做开工前的最后准备。" (Google Translate: "Tongre Phase III 2×1000MW project is a green, clean, low-carbon project invested and constructed by Jinergy Holding Group in accordance with the strategic deployment of Shanxi Provincial Party Committee and Provincial Government’s [capacity replacement project]. The project unit adopts the international advanced ultra-supercritical, direct air-cooled coal-fired power generation technology, and is equipped with flue gas desulfurization, denitrification, dust removal and water treatment systems, which can achieve near zero emissions of air pollutants and zero emissions of waste water. After the project is completed, the annual power generation can reach 9.2 billion kWh, and the maximum heating capacity is about 42 million square meters. Today, the project is making the final preparations before the start of construction around multiple main lines such as procedures, design optimization, equipment bidding, construction site preparation, and accelerated temporary construction.")[9]
The two 1,000 MW units of Phase III received permission (晋发改审批发〔2023〕284号) to build on 29 July 2023.[10][11][12][13]
