Background

In March 2023, following pre-FEED studies that began in mid-2022, TotalEnergies launched the fully integrated front-end engineering and design (FEED) stage for the proposed Papua LNG project, that includes the Elk-Antelope-Caution Bay Gas Pipeline.[4] A final investment decision (FID) for the Papua LNG project was expected between late 2023 and early 2024.[4] Construction was slated to begin in 2024.[4] Gas from the Elk and Antelope fields will be transported via the 320-km Elk-Antelope-Caution Bay Gas Pipeline to the Papua LNG Terminal in Caution Bay.[4][5] To integrate the Papua LNG and PNG LNG projects, TotalEnergies announced that it will join the PNG LNG project through an agreement with JX Nippon after a Kumul Petroleum Holdings back-in right.[4]

In April 2024, TotalEnergies delayed taking FID for a year after the engineering, procurement and construction price quotes were too high. In July 2025, it was reported that an FID by the end of the year was unlikely.[6]
