Itaqui FSRU, also known as the São Luis FSRU, is a proposed floating LNG Terminal in the state of Maranhão, Brazil.

Background

A July 2021 report from Brazil's energy research agency EPE listed the Itaqui FSRU under the name São Luis FSRU as a new LNG terminal project under consideration, separate from the Geramar FSRU and São Marcos Bay FSRU already proposed for the São Luis metropolitan area.[1][2] The terminal, designed to serve industrial customers in the Port of Itaqui along with unspecified future gas-fired power plants, would comprise a floating storage and regasification unit (FSRU) connected to the mainland by a 6.4-kilometer, 20-inch pipeline. The report indicated that gas from the terminal could eventually feed into the proposed 282-kilometer Santo Antônio dos Lopes-São Luis Gas Pipeline to supply power plants in the interior of Maranhão state.[1][2]

In November 2021, Brazilian energy giant Eneva signed a deal with the investment company Servtec Investimentos e Participações to jointly study the feasibility of constructing an LNG terminal at Itaqui port.[5] A final investment decision was expected by December 2022.[5] In a February 2022 presentation to investors, Eneva described its proposed LNG terminal as a R$ 1 billion project with a capacity of 21 MMm³ per day, which would connect to its Parnaiba power station via the proposed Santo Antônio dos Lopes-São Luis Gas Pipeline.[6] Eneva's presentation stipulated a final investment decision date of 2022 or 2023.[6]

In April 2023, Brazil's national ports authority approved a petition from Itaqui's port administrator EMAP (Empresa Maranhense de Administração Portuária) requesting the right to develop a new berth (Berço 94) capable of accommodating a 14 million m3/day FSRU.[7][8] The new berth, together with pipelines and other associated infrastructure, was authorized to occupy an area of 28,000 m² within Itaqui's port zone.[7] The decision cleared the way for EMAP to solicit bids from Eneva, Servtec and other companies interested in developing the Itaqui FSRU project. As of May 2023, EMAP declined to comment on its timeline for launching the bidding process.[8]
