Flow chart detailing how to initiate the Environmental Licensing process. A DAA is defined an Environmental Diagnosis of Alternatives. EIA is Environmental Impact Statement. ToR is Terms of Reference. The flow chart is as follows:

Does the project require any statement on DAA? If No, contact the relevant authority to begin the Environmental Licensing process. Does the project require any statement on DAA? If yes, request a statement on the DAA. After 15 days, submit a document with DAA statement and with ToR to perform DAA or EIA. If it is determined that the project does not require any DAA, proceed to the Environmental Licensing Process. If a DAA is required, file the study. Within five days, a document for the initiation of the DAA will be issued. 30 days from enforcement, any project alternatives will be defined, and ToR will be set for the EIA. This begins the Environmental Licensing process.
