Changzhou power station (国能常州发电厂) is an operating power station of at least 3260-megawatts (MW) in Chunjiang, Xinbei, Changzhou, Jiangsu, China. It is also known as 江苏常州电厂2×100万千瓦燃煤发电机组扩建项目 (Phase II Unit 3 & 4).

Background
The two existing coal-fired units of Changzhou power station, totaling 1,260 MW, were brought online in 2006.[6]
Description of Expansion
China Guodian was planning to add two additional coal-fired units at this plant, with a total capacity of 1,320 MW.[7]
With no development since July 2014, the proposal appeared to be shelved or cancelled.
However, in 2022, the proposal was revived. It was expanded from 2 x 660 MW to 2 x 1,000 MW.[8]
The project was permitted in October 2022 and construction ceremony was held in November 2022 but concrete was poured into the main structure foundation of unit 3 at the end of June 2023[9][10][11] and unit 4 at the end of August 2023.[12][13]
In March 2024, Unit 3's first beam was hoisted. In November 2024, the generator stator was placed. In January 2025, the boiler hydrostatic test succeeded, followed by boiler ignition in May 2025. Unit 3 completed its 168-hour trial run in July 2025[14].
In September 2023, the first concrete pour for Phase II Unit 4 occurred. In October 2023, the boiler installation ceremony was held.
In March 2024, the deaerator was placed, followed by beam hoisting in April 2024. In November 2024, the DCS system was energized.
In January 2025, the plant power system was energized. In July 2025, the boiler ignition and steam blowing were completed. Unit 4 achieved grid connection in August 2025[15] and commenced commercial operation in September 2025[16].
In January 2026, the project was listed among eight new-generation coal power pilot projects[17].
Ownership
On August 28 2017, China's State-owned Assets Supervision and Administration Commission of the State Council (SASAC) announced that China Guodian Corporation and Shenhua Group will be jointly restructured. Shenhua Group will become China National Energy Investment Group and will absorb China Guodian Corporation. It will be the largest power company in the world by installed capacity, as well as the world's largest coal producer.[18][19] The merger was completed on November 28, 2017.[20]
