Background
The Herat cement plant sat only partially finished for decades due to instability and violence in Afghanistan.[3] However, in early 2026, construction restarted with a planned timeline of 2 years. The plant is set to operate with a capacity of more than 1,000,000 tonnes of cement per year once operational.[4][5]
