Background

The two existing coal-fired units of Huaibei Guo'an power station, totaling 640 MW, began construction in 1997 and were brought online in 2000. The plant cost US$333 million and is owned by Wenergy and SDIC.[2][3][4][5][6]

Description of Expansion

In 2012, the plant's owners announced plans to build two additional coal-fired units at this plant, with a total capacity of 2,000 MW.[3][7]

There were no further developments on the plan until March 2020, when the project was listed as a priority project for Anhui province, as part of a UHV power hub in the Yangtze River Delta.[8]

In August 2022, a 2 × 660 MW project was put out for public comment,[9] and permitted by September 16, 2022.[10]

In February 2023, China Energy Construction won the EPC bid for the project.[11]

Ownership

In May 2019, plant sponsor SDIC said it no longer planned to invest in new thermal power.[12] In December 2019, ChinaCoal bought SDIC's share in the coal plant.[13]
