Background

The plant is one of the three largest cement plants in Tajikistan. Huaxin Gayur Sugd Cement Plant, Huaxin Gayur Cement Plant and Mokhir Cement IMCCMC Cement Plant, with 1.2 mtpa capacity each, account for approximately 72% of the national cement capacity production.[3] All three plants are Tajik-Chinese partnerships. Concerns were expressed over local ecology and potential effects of outsourcing Chinese cement production.[4]
