Background on Project

The JV County Fengyuan cogen power station appeared to involve small units that are now retired, including coal units 5, 6, and 7. The 6 MW unit 5 was on the 2019 Shandong retirement list[6] and the 12 MW units 6 and 7 were on the 2022 Shandong retirement list.[7] Three 30 MW CFB units were started construction at the site in 2012[8][9] but no operation starting date could be found. Planet imagery in mid-April 2015 showed the units were in operation. These three CFB units were retired in 2023 announced by the Shandong Provincial Energy Bureau in September 2023.[10][11]

According to 2017 reporting, a proposed 2 x 350 MW coal-fired power station was proposed in JV County, Rizhao, by Haoyu Materials Group, as a CHP project for residential heating.[12]

The project's Environmental Impacts Assessment was rejected by the Shandong Provincial EPA in January 2017.[13] Despite lacking a permit, in April 2017 there was news that construction had begun on the power station.[14]

In August 2017, the project was fined 300,000 RMB (US$45,000) for its violation of EIA procedures.[15]

Planet satellite imagery through April 2018 suggested the plant was nearing completion.

In September 2019, it was reported that the boiler of Unit 1 was "successfully ignited" once.[16]

News from May 2020 confirmed construction was complete, but did not indicate an operating date.[17][18]

In December 2022, it was reported that the cogeneration project involved a total investment of 2.97 billion yuan for two 350 MW condensing steam turbine generator sets, two 1167t/h supercritical coal-fired boilers, and related equipment planned for operation in January 2023.[19]

Planet satellite imagery from 2016 to 2023 showed two units that looked complete by 2020 and started operation since around 25 March 2023. Part of the electricity transmission lines was built before permission was granted and its environmental impact assessment was only passed in March 2023.[20]

Haoyu Materials Group and other violations

In 2014 and again in 2016, the power station's sponsor Haoyu Materials Group was fined by the Provincial EPA over pollution violations at its facilities.[21]
