Background

The Hama Cement Plant started operation in 1966, and expanded over the years to three production lines. By the 2010s, only the third and most modern production line was still operating, with a capacity of 3,300 tonnes per day. Due to sanctions against the Syrian government, the plant fell into a state of disrepair with a significantly reduced production capacity. In 2025, following the lifting of sanctions, the existing production line was renovated and returned to its original capacity. In late 2025, an agreement was signed with an Iraqi company to upgrade its capacity to 5,000 tonnes per day by the end of 2026, and to build a new production line which would take the plant's total capacity to 11,000 tonnes per day.
