Background
The power station is owned by Rajasthan RV Utpadan Nigam (RVUN) and was built near the villages of Nimoda, Undal, Motipura, Singharia and Devri villages in Jhalawar district, Rajasthan, India. RVUN stated that the plant site was "about" 12 kilometres from Jhalawar and 2 kilometres from state highway No.19 and 8 km from proposed Ramganj Mandi - Bhopal broad gauge rail line.[1]
According to the Central Electricity Authority, the first 600 MW unit was commissioned in May 2014. The second 600 MW unit was planned for commissioning in 2015.[2]
Unit 2 was synchronized in February 2015 and planned for commercial operation in July 2015.[3]
Displacement
According to the Environmental Clearance for Units 1 and 2, the plant and the dam for the plant was expected to result in "1045 homestead oustees and 6091 land oustees." Although no village was submerged by the dam reservoir, "the land of 26 villages comes partly or fully under submergence."[4]
Phase II
In addition to the phase I (1200 MW) project, RVUN proposed an additional phase II (1320 MW) expansion, which received a terms of reference toward conducting an EIA in December 2013.[5]
A new terms of reference was issued in March 2016.[6]
As of June 2020 the project had not received environmental clearance (EC), so plans appeared cancelled.
Expansion revived
However, in July 2022, Chief Minister Ashok Gehlot approved RVUN's proposals for setting up two units of thermal power projects with 660 MW and 800 MW capacity based on ultra-supercritical technology at Chhabra Thermal Power Station and Kalisindh respectively. One unit of 800 MW was proposed at the site for a cost of Rs 6,054.58 crore. “The move will help the state become self-reliant in power generation and also increase employment opportunities and local area development,” read an official statement.[7]
On December 16, 2022, the 800 MW expansion was assessed by the government's Expert Appraisal Committee. The committee deferred issuing new Terms of Reference for the project.[8] In March 2023, Terms of Reference for conducting the EIA study were approved.[9][10] As of April 2024, the expansion unit did not yet appear to have been granted EC.[11]
Financing
Phase 1: US$210,642,685 in equity from the Government of Rajasthan; US$842,326,532 in debt from Power Finance Corporation[12]
Coal supply
On its website RVUN states that the Ministry of Coal have allotted ‘Paras east and Kanta basin' coal blocks to RVUN for the project. RVUN states that it has formed a "new company under joined venture with M/s. Adani Enterprises for mining of coal blocks". RVUN states that the and new company started the work. Annual coal requirement for the project is 5.6 million tonnes per annum.[1]
