Background

In March 2025, The Edge Malaysia reported that Malaysia's government had given Petronas Gas a mandate to develop an LNG terminal in Lumut, Perak, with a capacity at least as large as those of Pengerang Johor LNG Terminal and Melaka FSRU, which have capacities of 3.5 and 3.8 mtpa respectively. Tenaga Nasional Bhd was reportedly interested in taking a stake in the project.[4]

In June 2025, Petronas's chief executive confirmed the company's intention to develop the project.[5] In June 2026, it was confirmed that Petronas GAs Bhd and a unit of Tenaga Nasional Bhd, Integrax, had partnered to jointly develop Malaysia's first FSRU-based project in Lumut.[6][7] The project, also known as RGT-3, will have a regasification capacity of 500 million standard cubic feet (MMscf), and is expected to begin operating by the second quarter of 2029.[6][7][8] MISC Bhd was also reported to sign a contract for the "supply, and operation and maintenance of the FSRU."[9]
