Background
The Ayas Enerji plant is a proposal of Ayas Enerji — a 50-50 partnership between Ordu Yardımlaşma Kurumu (OYAK, the Turkish armed forces pension fund), and AES Entek (itself a 50-50 partnership between Koç Holding and the U.S.-based AES Corporation). It was originally a two-unit, 1,230-MW proposal, with the first 615-MW unit to be built initially, and the second at some unspecified later date.[1][2][3]
In April 2009, the project received a license for an 800 MW plant from the Energy Market Regulatory Authority (EPDK). Site preparation work was reported as completed, and conducted by EKTON Construction & Logistics.[4]
A 2014 Ayas presentation reported the plant had been downsized to 625 MW.[5] The project's cost is listed as 1.2 billion lira, or US$460 million.[6]
In 2014 AES sold out to Koç.[7]
In March 2015, Ayas Enerji held an environmental permitting public hearing in Sugözü.[8] Activists and community members with Adana Environmental Platform protested at the meeting.[9] The project's license was challenged due to a high concentration of proposed plants in the area.[10]
As of March 2018 the project exists only on the Turkish section of the Koç website.[11]
In December 2018 the 13th Chamber of the Council of State was expected to decide on a lawsuit filed by Eastern Mediterranean Environment Associations (DAÇE) to have the plant's license revoked. The suit argues that the plant should not be licensed or built because of its impact on global heating.[12]
According to the Energy Market Regulatory Authority (EMRA) the plant was under construction and 19% complete as of January 2019.[13] However satellite photography from Planet shows only ground-clearing occurring at the site between January 2019 and June 2019.
In May 2020 the website for Ayas stated that the project was still in the investment stage.[14] In March 2021 EMRA cancelled the plant's license, and it appears to be cancelled.[15]

The Royal Bank of Scotland is acting as financial adviser for the project.[16]
Fuel source
The plant would burn imported coal, from Russia, the Americas, or South Africa.[17]
