Background

Proletary cement plant, along with Pervomaisky and Oktyabr cement plants, is part of the Novoroscement OAO. Novoroscement OAO and Verkhnebakansky Cement Plant fall under Gazmetallproekt Group. All four cement plants were charged with a violation of the anti-monopoly laws, identified through the price hikes in 2023.
