Paradip power station is an operating power station of at least 120-megawatts (MW) in Musadia, Peradip, Jagatsinghapur, Odisha, India. It is also known as Paradip Essar power station, Essar Power Orissa power station.

Background

According to project proponent Essar Energy, the power station was proposed to include four 30 MW units and supply power to Essar Steel. As of May 2014, the project was under construction.[1]

Phase I

The first unit was commissioned in February 2015.[2]

The second unit was completed in September 2016.[3]

Phase II

In August 2017, it was reported that Essar was developing the remaining 2×30 MW units of the 120 MW Paradip power project.[4]

In 2018, Phase-II's Environmental Clearance expired and the company sought a renewal. Units 3 & 4 were reportedly 58.01% complete.[5][6] In a meeting held on December 12, 2018, the State Expert Appraisal Committee (SEAC) recommended extending the validity of the 2011 EC for another 3 years, or until November 2021.[7]

As of June 2022, it was unclear if the units were commissioned or not. Planet satellite imagery from Jan. 2017 to Jan. 2022 did not show any obvious changes, but as noted in the renewal request, civil construction for the entire project, including Phase-II, may have been reportedly completed and the only work remaining was "Electrical & Mechanical works." The site is by other industrial structures, including what appeared to be an Indian Farmers Fertiliser Cooperative plant.[6]

Since at least 2022, Essar's website has said: "Essar Power Odisha Ltd operates the Paradip power plant, which is a coal-fired power plant comprising four generation units of 30 MW each located in Paradip, Orissa. The plant caters to the energy requirement of the Essar Steel Paradip pellet plant."[8] The units were presumed to start operating that year, although this was uncertain.

Financing

In September 2010, a financing agreement for this units 1-4 was closed. US$112.37 million in loans was provided by Yes Bank and Infrastructure Development Finance Company. US$37.44 million in equity was provided by Essar Group.[9]
