Background
The Ramón Laguna plant, one of Venezuela's oldest, was already operating at less than half capacity in 2013[13] and at only 20% of its capacity by 2016.[14] By 2019 the plant had ceased operating altogether.[15]
The Venezuelan government has conducted repeated official inspections of the Ramón Laguna plant in recent years and touted the plant's eventual return to service[16][17][18], but as of November 2022 it appeared that the power station remained entirely non-operational.[17][19]. In March 2022, a reporter for the news site La Patilla colorfully noted that "Ramón Laguna doesn't even have the operating capacity to charge a cell phone."[19]
