Background

Termozulia is one of Venezuela's largest gas-fired power plants, and one of the few that has continued operating as the country's energy infrastructure has steadily deteriorated in recent years. However, only a fraction of the plant's units have remained operational. In 2019 and 2020, following a March 2019 nationwide blackout that briefly knocked the plant totally out of commission[21], various sources reported that the plant was generating between 290[22][23][24][25] and 436 MW[26], roughly a quarter of its total capacity. As of 2020, only units 4, 7 and 11 were listed as operational.[27] In February 2022, two unspecified units of the Termozuila plant suffered new outages.[28][29] In March 2022, the Venezuelan government announced that the plant was generating 300 MW of power, and plans were underway to bring units 1, 2 and 7 back online to generate an additional 450 MW[30], but it remained unclear as of November 2022 whether this additional capacity had actually been returned to service.
