Background

As of July 2021, Singapore had announced plans to construct the country's second liquefied natural gas (LNG) terminal in the eastern part of the island-state to enhance energy security and grow the local LNG industry.The proposed second LNG terminal will support new industrial sites and power plants in the area and give Singapore a strategic buffer, as well as support the development of ancillary services like LNG trading, bunkering and vessel cool-down services.

In October 2023, a new version of this proposal emerged. SLNG proposed to own and operate Singapore's second LNG terminal, which would have a capacity of 5 mtpa and be located offshore using a floating storage and regasification unit (FSRU). SLNG plans for the project to be operational by the end of the decade.

In October 2024, SLNG signed an agreement with MOL to charter an FSRU with a capacity of 5 mtpa for the project.

MOL will own, manage and operate the FSRU under a long-term time charter once delivered, while SLNG operates the terminal facility itself. As of March 2026, the FSRU (204,000 cbm storage, 5 mtpa regasification capacity, built to run up to 25 years without drydocking) was under construction at Hanwha Ocean's Geoje shipyard in South Korea for about US$413 million, with the keel laid 26 May 2026 and delivery expected by October 2027. SLNG awarded the onshore connecting-infrastructure EPC contract (main process area, FSRU jetty, pipelines to the national gas grid) to China Communications Construction Company (Singapore) in November 2025, with groundbreaking in late March 2026. The FSRU is planned to be moored at Jurong Port and connected to Singapore's gas network by 2030, taking SLNG's combined throughput capacity (with the existing Jurong Island terminal) to up to 15 mtpa.
