Beihai power station (神华国华广投北海发电厂) is an operating power station of at least 4000-megawatts (MW) in Xinggang Town, Tieshangang, Beihai, Guangxi, China. It is also known as 国能广投北海电厂2×1000MW二期扩建工程 (Phase II Unit3&4).

Background on Phase I
Shenhua Group (now National Energy Investment Group) proposed to build a two-unit coal-fired power plant with a total planned capacity of 2,000 MW in Guangxi Zhuang Autonomous Region. Construction on the plant began in 2015,[6] and it was scheduled to be completed in 2017.[7][8]
Nationwide Restrictions Imposed on Development of Coal-Fired Power Capacity
In January 2017, China's National Energy Administration suspended over 100 planned and under-construction coal power projects, including Beihai. It was unclear when or if the projects would be revived.[9]

2017: Plant postponed by government
In July 2017, the NEA released the "Guideline of Supply-Side Reform of the Coal Power Bubble". The Guideline included a draft list which slowed down or halted 185 coal-burning units across 21 provinces, totaling 107 GW. 114 coal units (65 GW) were ordered to slow down the construction progress during 2017 to 2020, and were not allowed to connect to the grid in 2017. In addition, 71 coal units (42 GW) were halted indefinitely for regulation violations. The list partly overlapped with the projects listed in the January NEA letter to 13 provinces.[10]
Beihai power station Units 1-2 were among the postponed coal-burning units,[10] and also appeared on an updated list of postponements released in September 2017.[11]

2018: Project revived
The project was listed as one of three planned coal-fired power stations in the 2018-2020 Guangxi Major Industrial Plan. It was planned for construction in 2020.[12]
Construction began in May 2020.[13]
Unit 1 began operating in October 2022.[14]
Unit 2 began operating in December 2022.[15][16]
Expansion (Phase II)
On November 24, 2022, an additional two 1,000 MW coal units were permitted.[17]
The construction ceremony was held in December 2022.[18] Biddings for the construction were reported.[19][20][21]
Phase II Unit 3 appeared on the Guangxi key projects list in 2023[22], the EIA report was submitted in March[23], biddings were issued in May–June[24], boiler piling began in July[25], an inauguration ceremony was held in August[26], and the first concrete was poured in October[27].
In 2024, boiler foundation concrete was poured in November 2023[28], seawater desulfurization EPC was tendered in December[29], the second layer of steel frame was erected in March[30], welding of the heating surface began in April[31], the absorber tower was capped in June[32], and the boiler beam was hoisted on June 30[33]. The chimney outer cylinder was capped in November[34].
In early 2025, the DCS system power was received in January[35], the main transformer was installed in February[36], the generator stator and plant power were completed in April[37][38], and the chimney steel liner was installed in June[39]. Unit 3 was connected to the grid in November and passed the 168-hour trial in December 2025[40][41].
For Phase II Unit 4, boiler beam hoisting began on June 30, 2024[42], and turbine foundation concrete was poured in September[43]. In 2025, the boiler hydraulic test was completed in April[44], and the chimney steel liner was installed in August[45]. In December 2026, the unit passed the 168-hour trial run and was put into commercial operation[46].
Ownership
On August 28 2017, China's State-owned Assets Supervision and Administration Commission of the State Council (SASAC) announced that China Guodian Corporation and Shenhua Group will be jointly restructured. Shenhua Group will become China National Energy Investment Group and will absorb China Guodian Corporation. It will be the largest power company in the world by installed capacity, as well as the world's largest coal producer.[47][48] The merger was completed on November 28, 2017.[49]
