Background

The STP project's environmental impact report, released in 2019, included plans for a compact substation, underground energy cable, transmission line, and other supporting structures.[8] In July 2019, the São Paulo state environmental authority CONSEMA (Conselho Estadual do Meio Ambiente) approved the environmental impact report and granted a preliminary license for Unit 1 (1736.8 MW) and Unit 2 (818.9 MW), allowing the developers to enter both units in Brazil's national energy auctions.[8][9] However, due to the Covid-19 pandemic, auctions were suspended until 2021.[9] Project developer EMEA continues to mention units 1 and 2 as viable projects in its quarterly reports[10][9][11], but there has been no evidence of progress on either unit since 2019, and EMEA's most recent reports state that there is little hope of developing them in the near term.[9] Brazilian electricity authority ANEEL has also documented a third 675 MW unit known as STP III. While this unit was not mentioned in the July 2019 environmental impact report[8] or in EMAE's most recent quarterly reports[11], it was listed as a participant in Brazil's December 2021 energy auctions[12] and continued to appear in ANEEL's database of active projects as of November 2022.[13]
