Background

Hai Linh LNG Terminal was a proposed LNG terminal in Bà Rịa–Vũng Tàu, Vietnam. It was originally planned for operation in 2012.[5] The project was considered shelved until 2019 when it was reinitiated with help from the U.S. Trade and Development Agency, which finalized a grant agreement with Vietnam Electricity (EVN) to produce a feasibility study to assess the site selection and optimal design for the $1 billion liquefied natural gas (LNG) terminal and gas-to-power project. USTDA’s feasibility study will set the initial parameters for the growth of LNG in the nation while also opening new opportunities for U.S. firms to supply gas infrastructure. This project supports the Trump Administration’s Indo-Pacific vision and its AsiaEDGE initiative – Enhancing Development and Growth through Energy – in which USTDA and its interagency partners are promoting sustainable and secure energy markets throughout the Indo-Pacific region. The grant also supports USTDA’s Gas Infrastructure Exports Initiative, which is advancing gas infrastructure in partner countries by connecting project sponsors to cutting-edge U.S. technologies, equipment and long-term development.[6]

In September 2020 it was reported that construction of the terminal had been completed.[4] Hai Linh Company planned to commissioned the project in Q2 2021.[4]

As of December 2021, the terminal had yet to undergo testing and commissioning.[3]

As of July 2023, the terminal has not started operating and is presumed to be shelved.[7][8]
