Background

Following Russia's invasion of Ukraine in February 2022, and Germany's desire to wean itself off of Russian gas imports, a proposal from Nord West Ölleitung (NWO) to install an FSRU unit with 9 bcm/y capacity at Wilhelmshaven in Lower Saxony emerged as one of three possible LNG import projects at the port complex, along with the Wilhelmshaven FSRU Terminal and the TES Wilhelmshaven LNG Terminal. In March 2022, Lower Saxony's energy minister Olaf Lies referred in speeches and a letter to the federal government to the potential for the Wilhelmshaven NWO FSRU Terminal to be commissioned by autumn 2023. An "LNG Wilhelmshaven" task force, consisting of 30 representatives from local authorities and the port industry, was established by the Lower Saxony state government.
