Datang Xiahuayuan power station (大唐国际下花园发电厂) is a power station in Xiahuayuan, Zhangjiakou, Hebei, China with multiple units of varying statuses, none of which are currently operating. It is also known as 大唐下花园电厂2×660MW热电联产扩建项目 (Cogen Unit 1 & 2).

Background

The project was approved by the provincial development and reform commission in October 2025[6]. Tenders for major equipment and preliminary design review were issued in early 2026[7][8], with major equipment contract awards following[9].

Additional tenders for construction supervision and site preparation were announced in June and July 2026[10][11]. The boiler equipment contract was signed in July 2026[12], and the construction supervision contract was awarded in July 2026[13].

Unit 12 retired in 2024 as per Hebei's outdated capacity elimination list[14]. Units 13 & 14 had no news and were cancelled in July 2026.

In March 2024, EIA services were tendered. In April 2024, the project was approved by the provincial DRC. In May 2024, survey and design bidding was announced. In June 2024, the survey and design contract was awarded. In October 2024, the second EIA public notice was published. In 2025, the project was listed on Zhangjiakou's key projects list. In October 2025, the project received approval. In February 2026, major equipment bidding commenced. In March 2026, preliminary design review services were tendered. In April 2026, the design review contract was awarded, and major equipment contracts were awarded. In May 2026, planning and design services were tendered. In June 2026, supervision and site preparation bidding commenced. In July 2026, the boiler equipment contract was signed, and supervision contracts were awarded[15].
