Tangshan LNG Terminal (Xintian), also known as 新天唐山曹妃甸LNG接收站, is an LNG import terminal in China with units that are proposed, operating, and in construction.

Background
In September 2018 Caofeidian Xintian Liquefaction Natural Gas Company announced plans to build the project in three phases, with completion of Phase I expected in October 2020.[11][12]
The EIA report of the project was approved by MEE in May 2019.[13] It was permitted by NDRC in October 2019, along with a 176-km transporting gas pipeline, and by July 28, 2020， the construction of the first phase of the LNG terminal has begun.[14]
Xintian Green Energy Company intends to issue shares in a non-public offering and raise funds not exceeding 5.11 billion yuan ($785.6 million). More than half of the raised money will be used to support the first and second phases of the LNG terminal project.[15]
According to its EIA report, the project includes 20 storage tanks with 200,000 cubic meters each. The annual circulating capacity will reach 17 million tonnes when all completed. But other news reports show the total capacity is 12 mtpa. [16] Phase I will build one jetty and 4 storage tanks. Phase II will complete another jetty and 8 storage tanks. Extra 8 storage tanks will be added in Phase III.[13]
Phase II reportedly began construction in July 2021.[17]
By January 2023, the construction of phase I and phase II is ongoing.[18]
In August 2023, S&P Global reported that Phase 1 started operations in June 2023.[19][20] Phase II is still under construction. [16]
From the satellite image, 12 storage tanks are visible for two phases. The third phase is also proposed.[21]
The first stage of phase 2 went operating in September 2024, which includes 4 storage tanks (#1, #2, #5, #6)[22][23].
Phase 3 was planned to operate in 2030[24].
On 25 Jul 2025, a news release from the Tangshan Municipal Government indicated that Phase 3 had entered the construction stage.[25]
On 12 Mar 2026, the 2025 Caofeidian District Government Work Report indicated that Phases 2 and 3 were still under construction, with no operations yet commenced. [26]
