Adani Anuppur Thermal Power Plant is a power station in Chhatai, Kotma, Anuppur, Madhya Pradesh, India with multiple units of varying statuses, none of which are currently operating. It is also known as Welspun Energy Anuppur Thermal Power Plant.

Background
The original proposal by Welspun Energy for a 2 x 660 MW supercritical coal-fired power station received Environmental Clearance (EC) in 2012.[5]
With no apparent progress on the project for several years, it appeared to be deferred or abandoned.
In January 2020, Welspun Energy changed their name to Anuppur Thermal Energy, a company of Adani Power Ltd. The original proposal’s EC was transferred to Anuppur Thermal Energy and its validity was extended to November 2022.[6][7][8]
2024: 3200 MW proposal
In October 2024, the Expert Appraisal Committee (EAC) of the Ministry of Environment, Forest and Climate Change noted in a meeting agenda that Anuppur Thermal Energy had applied for fresh Terms of Reference (ToR) for a 3,200 MW ultra-supercritical coal plant in Anuppur.[9] Proposal details in the meeting minutes indicated that the validity of the original EC had expired in 2023, and the project configuration had changed from 2 x 660 MW to 4 x 800 MW. The EAC subsequently recommended that the new proposal be granted ToR.[8] The ToR were formally granted in late October 2024.[10]
In September 2025, Adani reportedly received a Letter of Award (LoA) from MP Power Management Company Limited for the supply of power from an 800 MW unit in Anuppur. This was in addition to an existing LoA for a further 800 MW from the same location.[11]
In September 2025, the 4 x 800 MW proposal received Environmental Clearance.[12]
In March 2026, Units 1 and 2 were included in the monthly Broad Status report, but physical construction progress was listed at 0%.[13]
By June 2026, construction on Units 1-3 had begun. Units 1 and 2 were expected to be completed in 2029, and Unit 3 was expected in 2031.[14]
Opposition
In December 2024, Adani Watch reported that Adani’s plan for the proposed Anuppur coal plant had triggered concern about the likely impact on tiger populations in a critical wildlife corridor. The proposed project site reportedly falls within the Bandhavgarh Tiger Reserve and several other wildlife sanctuaries. An unnamed group had submitted concerns to the Ministry of Environment, Forest and Climate Change, requesting that Adani carry out a cumulative environmental impact assessment for its proposed plant given the presence of other existing coal mines and coal plants in the area.[15]
According to a June 2025 article by the Centre for Financial Accountability, Adani had started land-leveling work at the power station site even though Environmental Clearance (EC) had not yet been obtained. The work ceased after local farmers and residents opposed the allegedly illegal land-leveling.[16]
Financing
As of March 2025, it appeared that the project will be financed by Adani. In February 2025, Indian credit ratings agencies have raised concerns about Adani Power’s ‘aggressive’ expansion of coal power, flagging the risk of an investment of nearly US $13 billion on the Adani Group’s financial stability. Adani’s plans to raise its (corporate) debt by 70% to pay for a massive expansion in its coal-power generation. Adani Power already has a debt of US $3 billion and plans to borrow US $2.1 billion more.[17]
According to environmental clearance materials for the 3,200 MW Adani Anuppur proposal, the estimated total project cost was Rs 36,600 crore (approximately $4.15 billion), including Rs 5,993 crore earmarked for environmental pollution control measures.[18] In September 2025, Adani Power said it had secured power supply orders totaling 1,600 MW from MPPMCL for a new 2 x 800 MW ultra-supercritical thermal power plant in Anuppur district, to be developed under the Design, Build, Finance, Own, and Operate (DBFOO) model. The company said the first 800 MW unit would require investment of about Rs 10,500 crore (around $2.4 billion), while the additional 800 MW was awarded at the same tariff under the tender's expansion option.[19]
As of May 2026, no project-specific lenders or financial close had been publicly reported for the full 3,200 MW proposal.
