Background
As of November 2025, Adani Power Limited (APL) was reportedly proposing to build a 3,200 MW coal-fired power station in Assam state. APL was expected to invest US$5.2 billion in the project.[4]
In early December 2025, Adani Power sought fresh Terms of Reference (ToR) for the proposed 4 x 800 MW ultra-supercritical coal power station in Chapar, in the Dhubri district of Assam.[5] In late December 2025, the Ministry of Environment, Forest and Climate Change Expert Appraisal Committee (EAC) recommended the grant of ToR for the proposed project.[6]
