Background
The Adra Cement Plant opened outside Damascus in 1978, and grew to include three production lines.[3] It was made inoperable by the Syrian Civil War, during which the plant was captured by rebels.[4] In 2025, grinding production restarted at the plant using imported clinker from Saudi Arabia, and the owner announced investment opportunities for the renovation of clinker lines and addition of a new production line.[5][6]
