Afghan Cement Pol-e Khomri 3 Cement Plant ((Pashto) د افغان سمنټو غوري III سمنټو فابریکه, فابریکه سمنت سوم غوری (Dari)), also known as Ghor Cement Plant 3, is an integrated cement plant under construction in Pol-e Khomri, Baghlān, Afghanistan.

Background

After the privatization of the Ghori site in Pol-e Khomri, in 2009, the Ministry of Mines (MoM), Afghanistan, granted a concession to Afghan Investment Company (AIC) to operate and improve the two plants, Ghori I and Ghori II, based on a detailed implementation plan. The scope involved renovation of two kilns at the Ghori I plant, completion of Ghori II plant, construction of a new dry process Ghori III plant and a new coal-fired 25 MW power plant. For many years, however, the project did not proceed due to lack of investment

In 2013, MoM announced an international tender for the greenfield development project, Ghori III cement plant. However, the process was postponed indefinitely in 2014 on the eve of the presidential elections.

In 2025, following the change of government in Afghanistan, construction began on the new Ghori III plant. The new dry-process plant is set to open in 2027 with a capacity of approximately 2 million tonnes of cement annually.
