Anhui Xuancheng power station (中煤宣城发电厂) is an operating power station of at least 1320-megawatts (MW) in Xiangyang Town, Xuanzhou District, Xuancheng, Anhui, China with multiple units, some of which are not currently operating.

Background
The first coal-fired unit of Anhui Xuancheng power station was brought online in 2008.[3] The plant is owned by SDIC.[4][5]
SDIC planned a second coal-fired unit at this plant, with a capacity of 660MW. The new unit was completed in 2015.[6]
In May 2019, plant sponsor SDIC said it no longer planned to invest in new thermal power.[7]
In December 2019, ChinaCoal bought SDIC's share in the coal plant, making ChinaCoal the sole owner.[8]
Expansion
A third and fourth unit of 1,000 MW each were proposed. The plan was listed in Anhui Province Power Development's 13th 5-Year Plan as a back-up project.[9][10]
2016: Nationwide Restrictions Imposed on Development of Coal-Fired Power Capacity
Due to new restrictions announced during 2016 by the National Energy Administration and the National Development and Reform Commission, further capacity expansions at this location appear to be on hold or cancelled. Project revived
In October 2022, it was reported that China Coal Xuancheng Power Generation Co., Ltd. had entrusted Anhui Wanxin Environmental Technology Co., Ltd. to handle the Environmental Impact Report for the project. The expansion was now described as 2 x 600 MW units. It was referenced as "Phase III" for the plant.[11]
By December 12, 2022, public review for the two 660 MW units was underway.[12] The project was presumed permitted by the end of that year, but wasn't actually permitted until January 2023. By early 2023, the project was on the province's list of key projects for construction.[13] [14]
Phase III Unit 3 appeared on Anhui's key projects list in 2023[15] and public consultation for the environmental impact report was opened in May[16], though no construction started[17].
In 2024, the project's permit expired, requiring re-approval, and meetings were held to push the project forward[18][19]. In early 2025, local officials inspected the project site to ensure preparatory work was done[20]. By April 2026, meetings were held to actively push the project forward, but satellite imagery showed construction had not started[21].
