Background

In March 2023, Targa resources received permit from Texas Railroad Commission for the Apex Pipeline.^[6]^[1]

An Oil and Gas Investor report published in June 2024 stated that Targa executives publicly announced that they were "still deciding if the project [would] move forward."^[7]^[8]

As of October 2025, the EIA still listed the pipeline as approved with an intended start date of 2026, though construction had yet to begin.^[9]
