Background
The Arroyo Seco Dreyfus power station was initiated as a fossil gas-fired project incorporating two SFT800 Siemens gas turbines, according to an August 2017 contract.[9] The loan for construction, implementation, and operation of the plant was approved on April 4, 2018.[9] In May 2018, the plant was valued at $225 million.[10] In October 2019, Albanesi announced July 11, 2022 as the plant's New Date for the Commercial Authorization Committed (NFHCC) [11] In January 2021, Grupo Albanesi announced a $600 million USD investment in Arroyo Seco.[12]
As of November 2022, the project was not listed on Grupo Albanesi's "News and New Projects" webpage[13], and construction progress had reportedly been stalled since 2018, with lack of financing cited as a contributing factor.[14]
Albanesi's quarterly reports in 2023 and 2024 indicated that the plant was back on track, with start-up of phase 1 (GT units) and phase 2 (ST unit) scheduled for late 2024 and early 2025, respectively.[15]
Both gas turbine units began operating in October 2024, with the remaining steam turbine unit reportedly scheduled for completion in the first quarter of 2025.[16]
