Background

Azulão 1-I is a 360 MW gas-fired simple cycle unit that was contracted to generate 295 MW in Brazil's December 2021 national energy auction. Project owner Eneva SA eventually plans to convert Azulão I to a combined cycle plant through the addition of a 230 MW steam turbine unit (listed on government reports as Azulão V).

Azulão 2-II and Azulão 2-IV were two of the three gas-fired power units that emerged victorious in Brazil's national energy auction on September 30, 2022, out of 33 total units that participated in the auction.[13][14] The auction was held in response to Brazil's law 14.182/2021, passed in 2021, which mandated the construction of 8 GW of new gas-fired power plants in Brazil between 2026 and 2030.[13]

The Azulão power station is part of an allotment of 1 GW mandated by the law for Brazil's North region.[13]

Opposition

Brazilian environmental groups have strongly opposed the construction of the 8 GW of new gas plants mandated by law 14.182/2021, noting that the proposed plants pose a risk to air and water quality, significantly increase greenhouse gas emissions, and will cost consumers far more than plants using renewable energy.[13][15]

Opponents of the plants have also pointed out that the government's rush to commission these new plants has resulted in irregularities in the environmental review and licensing process. The Azulão II and Azulão IV units were granted preliminary environmental licenses less than three months after submission of their initial applications[13][16], leaving no time for publication and public review of the environmental impact studies (EIA) and environmental impact reports (RIMA) required by Brazilian law.[13]
