Background
In August 2025, Afghanistan’s state-run power company, Da Afghanistan Breshna Sherkat (DABS), announced plans for a 160 MW coal-fired power station in the Baghlan province. DABS reportedly signed a memorandum of understanding (MoU) with Türkiye’s 77 INSAAT construction company and Afghan company Zularistan Ltd. to build the proposed power station in the “Ghaza Gul” [Google Translate] area.[3][4][5]
In February 2026, DABS reportedly signed contracts with the company Azizi Energy for five new power generation projects, including two coal-fired power stations. The planned coal plant in Baghlan Province was described as 350 MW and was slated to be commissioned within three years.[6]
