Background

The combined cycle power plant was announced in the Ministry of Energy of Russia (Minenergo) energy plan for 2021-2027, approved in February 2021. The owner is listed as Managing Company KaliningradEnergoInvest LLC (ООО «УК КалининградЭнергоИнвест»); sometimes its subsidiary is mentioned in the news, JSC KDKalugaInvest (Russian: АО КДКалугаИнвест).[2][3] In September 2017, the company was looking for investors.[4] In June 2021 and January 2022, job ads were posted for several vacancies at the power station, which was mentioned to be "under construction".[5][3] However, no official news or reports indicate that construction has started or is ongoing. As of October 2022, there were no developments related to this station.

The project was not listed in the Russian Ministry of Energy 2023-2028 energy plan, released in February of 2023.[6][7] As of November 2023, there have not been any updates, and the project is considered to be shelved.
