Background
Balakleya Cement Plant was damaged due to Russian invasion and is currently mothballed. It is unlikely that the plant would resume operations in the near future.[3] The plant owner, Balcem, was a subsidiary of the Russian Cemros (previously Eurocement),[4] and is currently listed as a subsidiary of Galax Holding Ltd.[5]
