Background

The Baode power station was commissioned in 2006, with the Shenhua Energy group owning around 91.3% of the plant.[1] With an annual revenue of 18 million RMB, the power plant provides energy to the surrounding area.[2]

Pollution History

In 2014, the plant was charged 577,323 RMB in environmental protection fines by the Xinzhou Environmental Protection Bureau for polluted sewage effluent.[3] In 2017, they were reportedly fined again by the Baode County after the plant's sewage outlets did not adhere to local standards and the ash yard failed to meet the requirements of environmental protection regulations, generating fugitive dust.[4][5]

In 2018, the Baode Environmental Protection Bureau stated that the power plant's sewage would not be allowed to be discharged in local water sources any longer. However, according to the public, the plant's sewage has continued to be discharged illegally for many years, but it has not been seen.[4]
