Background

In January 2025, the Sukhbaatar Aimag Governor's Office announced plans to build a 2 x 35 MW combined heat and power plant in Baruun-Urt. The first 35 MW unit was slated to start operating in 2028. The announcement also noted the possibility of expanding the project to 105 MW in the future. The plant was expected to produce electricity, heat, and industrial gas, and cost 430 billion tugriks (US$1.2 million).[3]

In February 2025, the government of Sukhbaatar province and Grand Zotol Energy LLC signed a memorandum of understanding (MoU) to develop the 70 MW power station.[4]
