Background

The mine used to be part of DTEK Dobropolyeugol, a subsidiary of DTEK Energy.[1] In 2020 DTEK decided to interrupt the lease agreement and in early 2021 returned the company to the state.[2] Subsequently the mines of the company transitioned under the ownership of State enterprise Dobropillyavugillya-vydobutok.[3]

The war since 2014 in Ukraine as well as the occupation of most of the mines, have brought the coal mining complex of Donbass to a state close to critical. Most of the mines in the occupied territory were flooded. And those in the controlled part of Ukraine barely survive. This issue became especially acute after the start of Russia’s full-scale invasion in 2022.[4]

The Belitskaya mine was closed already in 2014.[5] According to a media source from September 2019, the mine was stopped due to unprofitability and 85 million tonnes of reserves were written off.[6] As per the company's (undated) website, the mine is in a state of restructuring.[3]

In October 2021, Dobropilliaugillya-Vydobutok commissioned LLC "Design and Industrial Institute" to develop the justification of the impracticality of further operation of the Bilytska mine. The mine is assigned to the 3rd category for methane gas and is dangerous due to the explosiveness of the dust. As of January 2021, the balance reserves of C1 category coal are 5.6 million tonnes.[5]
