Background
After the discovery of the BirAllah gas field's commercial viability in 2019, Mauritania planned a gas-to-power plant proposal under an independent power producer agreement. In 2022, the Mauritanian government began talks with BP to explore the conditions needed to advance the project. The proposal included using N'Diago Port as a base for gas liquefaction, storage, and export facilities, with the goal of a final investment decision by the second half of 2025. BP requested a four-year extension for further engineering studies, but Mauritania rejected the extension and allowed the contract with BP and Kosmos to expire in 2024.[1]
Since the contract expiration, Mauritania began advertising the BirAllah field to other companies, seeking proposals for its development - including the gas liquefaction, storage, and export facilities.[1] Earlier documents indicate plans to include an offshore fixed platform as part of the LNG gathering/processing.[3]
Mauritania aims to begin commercial production from the BirAllah field by 2030, with entire development costs estimated at USD$17 billion.[1]
