Background
Ecuadorian government plans have called for development of a 400 MW combined cycle gas-fired power station in Santa Elena or Guayas province since 2018.[8] In October 2020, the government announced a tender to solicit bids for construction of the project.[9] As of April 2022, the government was still seeking expressions of interest in the project from domestic and international investors.[10][11][12] In May 2022, the Ecuadorian government announced that three companies - from Spain, Finland and the United States - had pre-qualified for a second round of bidding. Each company was expected to submit detailed technical and financial proposals for the plant's construction by November 24, 2022, with the Ecuadorian government scheduled to choose a winning bid on February 15, 2023.[13] As of April 2023, consideration of bids was still underway, according to a presentation by Roberto Salas, Ecuador's Secretary of Public-Private Investment.[14]
