Background
Between 2024 and 2025, UPME released a series of documents in support of the Technical Study for the Natural Gas Supply Plan 2023–2038 (ETPAGN 2023–2038).[1] In these documents, the agency outlined key gas infrastructure required to meet Colombia’s fossil gas needs through 2038. This infrastructure includes, among other elements, new gas pipelines, LNG import facilities in both the Caribbean and Pacific regions, and capacity expansions for existing pipeline systems. The Jobo–Vasconia pipeline, also known as the VIM (Valle Interior del Magdalena)–Interior Gas Pipeline, was identified as one of three key new projects under Colombia’s Technical Study for the Natural Gas Supply Plan. This pipeline and the Bogotá–SNT Magdalena Medio gas pipeline address a strategic infrastructure gap, originally targeted by the Northwestern Gas Pipeline. These pipelines, along with the Cúcuta–SNT Magdalena Medio pipelines, form part of a broader government initiative to close supply gaps outlined in the Technical Study.[1][2][3]
