CR Qianxi power station (华润电力贵州煤电一体化公司黔西发电厂) is a power station in the pre-permit stage in Wulixiang, Qianxi County, Bijie, Guizhou, China. It is also known as CR Bijie Power Station, 华润黔西电厂, Guizhou Bijie Coal Power Base Unit 3 (Unit 1), Guizhou Bijie Coal Power Base Unit 4 (Unit 2).

Background on Project

China Resources Power Holdings and Chongqing Energy Investment Group have proposed a coal-electricity "integrity project" with 10*660MW coal-fired units in the area of Guizhou Bijie Prefecture, with two 660 MW units each in Dafang County, Qianxi County, Jinsha County, Nayong County and Qixingguan District, as well as a 20 mtpa coal mining project. The estimated investment is near ¥100 billion. All the electricity generated by these 10 units will supply Chongqing DC Municipality. CR Qianxi power station is one of them.[1]

CR Dafang power station and CR Qianxi power station were permitted as the first phase of the integrity project in 2015 by both DRCs of Guizhou Province and Chongqing Municipality.[2][3][4][5] Construction is planned for 2015-2017, at a total investment of 3.6 billion yuan.[6][7]

In July 2019 the power station was listed as "key projects for clean electricity in Guizhou Province", with a planned operation of 2020.[8] Satellite photos through July 2019 show no signs of construction.

Despite sparse news and an apparent lack of progress since 2019, the project remained listed in the Guizhou provincial 14th FYP and the Guizhou Province Coal Power Projects Three-Year Action Plan (2023-2025).[9] In June 2023, the project was still awaiting an up-to-date permit and was expected to begin operation in 2025.[9]
