Background

The project received a positive environmental impact assessment (EIA) in December 2019. The project was reportedly listed into Hebei Province Energy Development 13the Five Year Plan.

As of June 2022, there had been no reported progress in two years, and it was temporarily considered shelved.

In October 2022, the project began public review on the seashore use application, indicating continuous development of the project.
