Background

The Sebastopol Refinery power station is expected to cost $400 million and will be a private sector project.[11] Construction on the plant was originally set to begin in 2020, with commercial operations expected to begin in 2023.[12] However, as of June 2021 development had been delayed by at least one year due to the Covid-19 pandemic.[13] The project includes the Sebastopol refinery, along with a river port, industrial park, and hydrogen production facility.[12] The Magdalena River will be used as the the route of both import and exports from the facility.[12]

As of January 2022, construction of the refinery was expected to begin in the next few months.[14]
