Changshu-1 power station (中电国际常熟发电厂, 国家电投常熟1×660MW超超临界燃煤发电机组扩建项目(Unit 10)) is an operating power station of at least 2660-megawatts (MW) in Xingang Town, Changshu, Suzhou, Jiangsu, China with multiple units, some of which are not currently operating. It is also known as 江苏常熟发电有限公司替代扩建项目.

Background

The six coal-fired units of Changshu-1 power station, totaling 3,320 MW, were brought online between 1993 and 2013. The plant was originally owned by CPI.[8][9][10]

Expansion

Jiangsu DRC issued two documents in September 2022 and January 2023 with proposals of two batches of "supporting" coal power projects to implement President Xi's national "Establishing the new before breaking the old" energy strategy. The proposals included a 3 x 660 MW expansion project.[11]

On June 30, 2023, the 3 x 660 MW expansion was approved by the Jiangsu Provincial Development and Reform Commission (苏发改能源发〔2023〕716号, portal update timestamp: 2023/07/12).[12]The replacement 3×660 MW project (units 7‑9) received EIA approval in May 2024.[13]

Units 1 and 2 were mothballed in 2025 as listed in Jiangsu’s elimination of backward capacity.[14]

In 2025, EPC general contracting and main machinery tenders for Units 7-9 were completed[15], and phase I construction (Units 7 & 8) was underway. In August, the EIA report was approved[16]. In July 2026, the boiler steel frame for Unit 7 was hoisted[17].

Unit 8 construction started in 2025[18]. In January 2026, the boiler beam was hoisted[19], and the chimney structure was capped in February[20].

Unit 9 construction started in May 2025[21]. The boiler steel frame was hoisted on June 11, 2025[22], and welding of the heating surface began in October[23]. In January 2026, the boiler beam was hoisted[24], turbine hall water was stopped in May[25], the plant power system was energized in June[26], and the boiler hydraulic test was completed in July[27].

Unit 1 was mothballed in March 2026[28].

A proposed 1×660 MW expansion had a preliminary feasibility study request in March 2026.[29] No further progress.

Ownership

In July 2015, China Power Investment Corporation (CPI) and State Nuclear Power Technology Corporation (SNPTC) merged to become State Power Investment Corporation (国家电力投资集团), one of the five largest state-owned electricity producers in the People's Republic of China.[30]
